Development Proposals

The proposals have been informed by an analysis of the Site’s opportunities and constraints and provide the opportunity to deliver much needed market and affordable housing in Medway for which there is an identified dire need.

Because this is an Outline planning application, the precise layout of the development is currently unknown, but the application seeks to establish development parameters which will fix where development can and cannot go as well as the position of the principal roads, informed by the opportunities and constraints. This is referred to as a “Framework Parameter Plan” (provided below) and has been submitted as part of the Outline planning application for approval. It will also fix the height of the development which will mainly be 2 storeys (9.5m ridge height), with some 2.5 storey (10.7m ridge height) and 3 storey (12m ridge height) in the centre of the development.

The final layout, detailed design and appearance of the development will be determined at the detailed design stage (Reserved Matters) should Outline planning permission be granted. The housing mix will be determined at this stage.

Parameter Framework Plan

Key elements of the proposals include:

  • Provision of up to 150 new homes with a development density ranging from 25-41 dwellings per hectare (dph), with an average of 39dph;
  • Of the 150 homes, proposed 25% to be affordable;
  • Development mainly 2 storeys with some 2.5 and 3 storey areas, limited to the centre of the Site;
  • Provision of public open space and a high-quality landscape scheme;
  • Provision of new areas of equipped play;
  • Creation of a new vehicle and pedestrian access from the A2;
  • Provision of a new pedestrian and emergency access off Meresborough Road;
  • Provision of links into existing Public Rights of Way boarding the Site; and
  • Provision of above ground sustainable drainage systems (SuDs) to enhance the aesthetic amenity of the development and provide valuable habitats for the local wildlife.

The application is also accompanied by an “Illustrative Sketch Layout” which shows how the principles established by the “Framework Parameter Plan” will deliver a high-quality development that is in keeping with the character of the local area.

Access

The access into the Site is submitted for approval and will be taken from Moor Street (A2) via a new T junction arrangement. Details are as shown below and will include new widened footpath provision in front of the Site as well as a new pedestrian crossing of the A2.

As part of the development it is proposed that off-site highway works will be delivered to improve accessibility to local services and facilities which include:

  • New dropped kerbs and tactile paving on roads between the Site and the A2 High Street via Moor Park Close to make the route more accessible for wheelchair users and those with buggies; and
  • Provision of a bus shelter and seating at the bus stop located between the A2 High Street and Moor Park Close. Currently it is just a flag and pole.

Within the Site new points of connection will be provided to the existing PRoWs enhancing accessibility to the countryside.
